Economic Justice

Human rights violations against Dalits remain a pressing concern, impeding their freedom and development. Our “Access to Justice” program is designed to combat these issues by providing immediate relief and long-term justice to survivors.
  1. Budgetary Rights (Scheduled Caste Sub Plan – SCSP & Tribal Sub Plan – TSP): The SCSP and TSP are vital provisions mandated by the Planning Commission since 1979, designed to ensure proportionate budgetary allocations for Dalit communities across Central and State Ministries and Departments. Despite their progressive intent, these plans are often marred by under-allocation, poor implementation, and diversion of resources. CDR rigorously advocates with state authorities for the effective allocation and utilization of these budgets, recognizing their immense potential for promoting Dalit livelihoods and development. Our key objectives include:
  • Broadening awareness and understanding of the SCSP/TSP.
  • Pressuring the State Government to enact strong legislation, such as “The Rajasthan Scheduled Caste/Scheduled Tribal Development Fund (Planning, Allocation and Utilization of Financial Resources) Act,” to ensure proportionate budget allocation to the Dalit population in Rajasthan.

  • Following consistent joint advocacy, the Chief Minister announced on June 19, 2020, the intention to enact legislation for the SC/ST Special Development Fund, mirroring the Telangana Act. We continue our intensive advocacy with the Government, Legislatures, and Policymakers to ensure a robust and effective law is brought forth. We are also planning a mass education program on this critical issue, collaborating with organizations like BARC and the National Coalition on SCSP and TSP.
